He will be deported if he doesn't have a visa, or hasn't applied for a visa. If he applies for a visa before his court date, he may be allowed to stay in the country. To apply for a visa he needs to have a legitimate job offer. He needs proof that he has applied, to take to court with him.

If he had a Mexican drivers license, he was a considered a licensed driver in the state that ticketed him or he would have been cuffed and taken in. Most states have reciprocation laws with foreign countries.

The nearly 100% probability is that the "illegal alien " will be sent to a "traffic" court of the state or city jurisdiction, where he committed the violation, not a court that deals with immigration;

The probability also of walking out of court free after paying that "fine" is also pretty high, unless a judge decides that he should pay his debt to society as "time in jail" instead of money;

Sometimes ( not always) certain Law enforcement and/ or court officers get incensed enough over the "illegal immigration" situation, that they're motivated enough to contact the federal authorities ( even though [ the last time I looked] they're not obligated to do so ) .

What has been happening ( and it's been clearly publicized on numerous occasions, which I'm sure you're aware ) is that the federal immigration authorities are "picking & choosing" what they feel they should be responding to;

Perhaps the best example of this was when CNN broadcast a massive demonstration by illegal Mexican nationals demanding drivers licenses from the state of Georgia in that state's capital last year.

A self appointed crusader against Mexican illegal aliens ( I think that he was an attorney or private investigator, I'm not sure ) talked in front of the CNN cameras about the "lax position" the federal authorities took with regards to enforcement.

He telephoned the federal immigration authorities in front of CNN cameras at the demonstration site on his cell phone, identified himself and informed them that there were at least 1800 illegal Mexican aliens waving Mexican flags, shouting demands and holding up banners to the effect that they demanded drivers licenses;

The person on the other end of the cell phone replied that they were aware of the situation. When the "crusader" pressed the person on the phone to give a precise time ( as to when they were planning to arrive to "scoop up" these illegal immigrants) He was informed that the federal authorities were not at liberty to divulge that information.
