king charles spaniel 15 months old. He isn't cocking his leg and peeing on belly

My king charles spaniel is 15 months old. he isn't cocking his leg and this causes him to pee on his belly, chest and front legs. His fur is getting stained and i don't think that bathing him at least once everyday is a good idea. He is smelling of urine and i need to know what i can do to stop this and get him not to pee all over himself everyday.

A bit of contact with another dog or the smell of one should help bring out that cocking leg instinct. If not then advise from the vet may help.
