what are the liabilities of a partner who conspired with his co-partner in overbilling their clients in a professional partnership?

The penalties can include a $10,000.00 fine per offense (ie: per error), removal from the profession, and even jail time. Since penalties also include tripling each fine.
The Court may find these actions to violate § 1962(c) which prohibits any person employed by or associated with any enterprise from participating in or conducting the affairs of that enterprise through a pattern of racketeering activity.
