how do i let the state know they made a mistake?

I reported my car stolen and it was never reported found to me . Latter that year about 6 months latter i get a letter from the state of Florida telling me "my" car had been in an accident and I now have to pay for the damages totally $3550 and they suspended my license untill the matter is solved. So I wrote a letter to the name of the person whom sent me the letter and the copy of the stolen car report, and received a standard letter back asking for insurance thou I didn't have the car for some time now and didn't have any on a car i don't have anymore. Please Help, they won't listen to me. I'm just a little guy.
