Why my outboard won't start?

I have a 2003 ,15HP Johnson ,2stroke. It ran great for an hour at full throttle and lower speeds. . Next trip it ran with less power. Last trip it conked out. Now I cannot get it to start. It is getting spark (new plugs) and fuel. I have tried the obvious things and am perplexed. Any suggestions? Perhaps I have overlooked something.
