Im a young lady looking for advice on behalf of my partner.
He has two kids under 6 years and they both stay with us perminately,
he wants us to have full custody of them due to the fact that the mother doesnt pay her share even though maintance was declared in a court.
She only sees them when she "wants" to and doesnt make an effort.
I pay school fees and buy them clothes, make sure they eat and bath and that they are well looked after.
in other words im living like a full time mom where i dont even have my own kids.
what rights do i have to adopt these kids?
My partner and i are planning to get married, but need help with this first.
Pls help.

You should have the court order enforced #1. It will show that your 'serious' about following legal rules
You most likely won't be able to even ensue adoption until your married, but when you are, if the kids mother won't allow the adoption you can use the court order on her as leverage to dismiss her from financial obligations if she releases parental rights to you.
What to do really matters on a few factors I think.

Adopting them will require their mothers consent and she probably will not do that. Getting full custody is a matter of hiring a lawyer and going to court. That can probably be done.
Good for you for trying to work out the problems before getting married.
It is also good to get a lawyer to work up a pre-nepital agreement to make sure all problems have an agreement with your husband-to-be.

I am not a lawyer, nothing in this document should be considered legal or professional advice in any jurisdiction. Since you didn't indicate where you reside this is just my opinon.
