Maid Agency Refund

- Dec07, I approached a maid agency and have selected a maid.
- Mar08, agent informed our maid failed health check and will send us a maid of their choice, they agreed to exchange at no cost if we are not satisfied.
-One week later, we requested for exchange, they taken the maid back, promised a temporary for us and will expediate with new maid.
They informed that we are not allowed to choose as choosen one will need longer time to proceed.
June08- No temporary nor maid yet. We request for refund they agreed. Agent kept delay with the refund despite frequent telephone call and emails.
June08-Agent inform they shall deduct RM430 as levy and RM250 admin charges. We do not agreed.We did not sign any form and they could not produce levy was applied under our name. Furthermore, they maid returned to them have been send to another family, which I believe they collected levy from them too

1) Can they charge us levy and admin?
2) Can we pay the 1 week maid as temporary maid?
3) To whom can we inform of their wrong doing - recycle maid and bring in maid without securing an employer first.

You got royally screwed! They can't legally charge you anything because they didn't fulfill the contract obligations! Report them to consumer affairs!
