Rgearding poker. when you place your bet,another player see your bet,how do they have to say,they want to raise the bet.? immediately or do they have a couple of seconds.?

By rules, if they want to re-raise they have to say it before move chips. And they have to say it how much.
An example of it would be :
" I will call yours and raise it to ... that much"
or
" I will see your bet and raise ... much"
...
An example of it would be :
" I will call yours and raise it to ... that much"
or
" I will see your bet and raise ... much"
...
