of course they can. why do you think they make other types of condoms like lambs skin ones? my ex boyfriend was allergic to latex too

my girfriend is allergic to latex... big time. Everything from latex gloves to condoms.

Yes it is definitely a possibility. The best thing to do would be to try and find a different type of condom that doesn't give her a reaction.
