I believe that it should be a case by case decision. Largely depending on the outcomes of completed work by an organization. Finance is always a factor, some more so than others.

A small group can hit a demographic with a grass root approach that may otherwise get overlooked or taken lightly by a larger one. If their work has been one of positive production and the main point of focus, it becomes a question of, will the quality of work remain intact? Will merging enhance what the small group is already doing?

The vision of a organization also plays a role in determining wether or not a larger organization will continue to meet the initial mission, long term. If the larger organization's vision then becomes the sole primary mission, one small change at a latter date can shift the smaller groups initial mission. We then have compromise or outright internal conflict.

I think it is always best for the small guy to go into these type of situations with firm establishment, leverage, and a good track record. Meaning, the backing of community development groups, institution sponsors, funding,
merchants, residents and coalitions.

I know of some instances where small organizations join larger ones but continue to function as they did independently. Meaning that they operate under a bigger name, they now have a broader scope of work, greater financial backing and the large organization strengthened what was previously a weak spot by bringing the small group into the fold. Let's not forget the larger organization see's growth potential as a motive.

Here in the City I know of many who have started out with a dream only to have it deffered. I have heard of some contractual partnerships that seem to be successful. Neither really giving up anything.
