Lately my computer has good days and bad days. Some days it's slow, other days it's fine. Since it's not all the time, is this an indication that my internet provider is the problem? Part of me thinks it's my computer part of me thinks it's the internet provider. I don't know what to pursue to fix the problem.

It's most likely a problem with your PC, which I assume it's running Windows. Macs don't seem to suffer from the same level of problems as PCs.
You could try running PC utilities to clean out your registry, defragment your hard drive, remove spyware, etc. but if the problem is severe, you should just bit the bullet and do a complete reinstall of Windows.

It can be both the service provider and your computer. Anytime I open any pdf files my computer slows down on me even after getting off the site. What I would suggest doing is a defrag of your computer daily and scan it about every three days with your anti-virus program. Close out any unneeded programs on the task bar at bottom of window. Try to keep not over 3 progams running at the same time. I normally have MS Word, and two net pages open only....
